In the past, EU countries had different requirements to the products imported and on sale, so the products which made according to one country¡¯s standard probably cannot be sold in other countries. In order to eliminate the trading barrier, CE emerges as the times require. Consequently, CE stands for CONFORMITE EUROPEANNE. Meanwhile, CE is the abbreviation of European Economic Community in many EU countries. Originally, English phrase ¡°EUROPEAN COMMUNITY¡¯¡¯ was abbreviated as EC. Later, for EU written in French is ¡°COMMUNATE EUROPEIA¡±, in Italian is ¡°COMUNITA EUROPEA¡±, in Portuguese is ¡°COMUNIDADE EUROPEIA¡±, in Spanish is¡° COMUNIDADE EUROPE¡± etc, it was changed to CE. The significance of CE mark is to use the abbreviation as the sign to indicate that the products affixed with the CE mark meet the essential requirements of the relevant European directives. Furthermore, it can also approve that the products have passed the related eligibility assessment procedures and / or manufacturer¡¯s declaration of eligibility. CE mark works as the passport for all products which planned to enter the EU market. The industrial products which are required to affix CE mark according to relevant directives cannot be sold in the market without CE mark. The products on sale which affixed with CE mark but not accord with the safety requirements must be called back from the market. The products which continually go against the presc ription of CE mark will be restricted or forbidden to enter the EU market, or be compelled to drop out of the market.
4. Can CE mark approve the eligibility of the quality?
The essential requirements which compose the core of European directives, have specially meanings: the basic safety requirements just limited to product don¡¯t endanger the safety aspect of human beings, animals and goods, but not the usual quality requirements. Harmony directives just prescribe the principal requirements, and the usual directive requirements are the standard task. Once products accord with the related principal requirements of correlative directives, they can be affixed with CE mark. But not according to the presc ription of usual quality which prescribed by the related standard whether can use CE mark or not. Consequently, the exact meaning is that CE mark is safety eligibility mark but not the quality eligibility mark.
